Overview:

Chenega Professional and Technical Services, LLC (CPTS) is seeking a part-time Contract Specialist to provide acquisition support functions to include post-award and administration (modification) functions for Department of Energy (DOE) Office of Environmental Management Consolidated Business Center (EMCBC) Office of Contracting (OOC). The position is located at the Oak Ridge Office of Environmental Management, a customer site to the EMCBC Office of Contracting (OOC). OOC’s mission is to acquire, manage, and direct the procurement of supplies and services required to support the EMCBC staff and its customer sites. Services provided include: contract award and administration; contracting policies and administrative support; administration of the contractor human resources management activities; cost and pricing support; and an independent review function. OOC’s mission is to acquire, manage, and direct the procurement of supplies and services required to support the EMCBC staff and its customer sites. Services provided include: contract/financial assistance award and administration; contracting policies and administrative support; administration of the contractor human resources management activities; cost and pricing support; and an independent review function.

Responsibilities:

The primary purpose of the position is to provide pre- and post-award contracting support to the Contracting staff at the Oak Ridge Office of Environmental Management. The Contractor shall provide the following services to include, but not be limited to:

  • Assist in performing procurement and contract administration functions for the administration of complex/non-complex contracts, financial assistance, and interagency agreements for goods, systems, and services.
  • Other duties as assigned
The Contractor shall perform acquisition support in accordance with Federal Law, the Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), and all other procedures applicable to the contract acquisition process.
Qualifications:

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s Degree and a minimum of minimum of 5 years of contracting experience specializing in performing all acquisition support functions (cradle to grave).
  • Experience with administration of DOE prime contracts (either as a Federal employee or contractor)
  • Experience with DOE systems, including STRIPES, is preferred.

Knowledge, Skills and Abilities:

  • Knowledge and experience on complex technical and business matters relating to Federal Acquisition Regulation (FAR), the Department of Energy Acquisition Regulation (DEAR) and DOE Orders.
  • Ability to work independently.
