The State of New Hampshire, Department of Environmental Services, Water Division, Drinking Water & Groundwater Bureau has a full time vacancy for a Principal Planner - Conservation Planner.


Summary:

Performs professional planning work related to development, implementation and assessment of local source water protection programs and policies, primarily by administering the Drinking Water and Groundwater Trust Fund’s Source Water Protection (land conservation) Grant Program.

18 Months of additional relevant experience = Associate's degree

MINIMUM QUALIFICATIONS:


MINIMUM QUALIFICATIONS :

Education: Master's degree from a recognized college or university with major study in natural resources management, planning, economics, geography, government, law, business/public administration, resources management, natural resources planning, environmental science, environmental law, community development, architecture or a related field.

Experience: Four years' experience in professional planning or experience in a related field.

OR

Education: Bachelor's degree from a recognized college or university with major study in planning, economics, geography, government, law, business/public administration, resources management, natural resources planning, environmental science, environmental law, community development, architecture or a related field.

Experience: Five years' experience in professional planning or experience in a related field.

License/Certification: Eligibility for New Hampshire driver's license and access to transportation for use in statewide travel.

SPECIAL QUALIFICATIONS : Knowledge of land conservation practices and the process of completing conservation transactions; techniques of local land use, state environmental regulations, and programs related to water resources. Good computer and organizational skills, and must be detail-oriented. Ability to maintain harmonious relationships with public officials, other employees and the public.

Responsibilities:

Develops, implements and assesses policies and programs related to protection of groundwater and source water.

Manages, evaluates, and tracks land conservation grant applications to determine eligibility and completeness; reviews conservation easements; develops grant reports and summaries; tracks payments and requirements for deliverables.

Provides technical assistance regarding source water protection to public water systems, regional planning commissions and local communities.

Identifies issues and opportunities for education/outreach efforts related to source water protection; establishes priorities for these efforts and assesses effectiveness of outreach activities.

Assists with the Source Water Protection Strategy including meetings with stakeholders, compiling research, and preparing follow up information.

Assists with the Annual Source Water Protection Workshop.

Continually seeks to improve practices to add quality and value in support of the Department's mission while identifying and eliminating unnecessary or redundant actions.
