At FCS Financial, part of the Farm Credit System and largest lending cooperative in the United States, we are looking for a Compliance Specialist to join our top-quality team! The Compliance Specialist is responsible for ensuring the Association's lending operations are in compliance with applicable federal and state statutory provisions and regulations.

A bachelor's degree in business, paralegal studies or related field, three years of compliance experience in a lending environment, or an equivalent combination of education and experience, a great attitude, the ability to work at a fast pace, and a passion for customer service is desired.

FCS Financial's offices within Central Missouri are preferred however, all other FCS Branch locations will be considered based on the candidates' qualifications and needs.

A combination of a remote and in office work arrangements will be considered as long as the candidate lives within FCS Financial's Loan Servicing Area.

This position is classified as Exempt under the Fair Labor Standards Act.

Compliance Procedures
  • Identifies, researches and evaluates potential compliance issues
  • Monitors and analyzes compliance statutes and rules to determine effects on, and recommends updates to, the Association's lending operations and procedures
  • Researches, develops, updates and maintains appropriate compliance procedures and forms
  • Reviews compliance audit reports to assess the accuracy and effectiveness of compliance disclosure procedures and forms and determines appropriate corrective actions
  • Advises appropriate individuals on the interpretation of new statutes and regulations
  • Ensures internal and external systems are in compliance with applicable laws, regulations and procedures
  • Develops and maintains processes to file compliance reports with outside federal and state agencies, such as the FCA and CFPB

Compliance Advisement
  • Serves as an expert resource for association departments
  • Serves as principal compliance resource responding to external audits and exams
  • Liaisons to other collaborating associations regarding compliance issues
  • Advises the Executive Leadership Team on pending compliance issues
  • Provides compliance advice and guidance related to issues such as:
    • Completion of compliance forms for unique situations
    • Remediation activities for compliance violations

Compliance Training
  • Determines compliance training needs and develops training materials
    • Trains a variety of internal audiences including: New Employees. Academy classes, Team Leaders, and others as appropriate

  • Researches, develops and maintains materials in the Credit Operations Manual, including flow charts, checklists and other job aids to assist staff in meeting compliance standards
  • Reviews internal audit reports and develops training to address problem areas

  • Selects and attends compliance seminars and webinars that are relevant to the Association's operations
  • Reviews compliance newsletters

Required Skills

Minimum Qualifications

  • Bachelor's degree in business, paralegal studies or related field
  • 3 years of compliance experience in a lending environment
  • Or an equivalent combination of education and experience sufficient to perform the essential functions of the job

Required Knowledge and Skills
  • Expert knowledge in the Truth in Lending Act (TILA) and Regulation Z
  • Expert knowledge in the Equal Credit Opportunity Act (ECOA) and Regulation B
  • Expert knowledge in the Real Estate Settlement Procedures Act (RESPA) and Regulation X
  • Expert knowledge in the Farm Credit Act and Farm Credit Administration Regulations
  • Expert knowledge of the Home Mortgage Disclosure Act (HMDA) and Regulation C
  • Expert knowledge of the Military Lending Act
  • Expert knowledge of SAFE Mortgage Licensing
  • Working knowledge of the National Flood Insurance Program
  • Working knowledge of the Servicemembers Civil Relief Act
  • Working knowledge of the Electronic Signatures in Global and National Commerce (ESIGN) Act
  • Working knowledge of the Regulation U on Margin Securities
  • Working knowledge of loan documentation, mortgage lending processing, and loan closings
  • Working knowledge of real estate terminology and contracts, and real estate and chattel lending legal requirements
  • Skill in prioritizing workload in a fast-paced environment with customer-imposed deadline pressure
  • Skill in applying processes and procedures to factual data to make a logical decision
  • Skill in gathering, compiling, and organizing information
  • Skill in listening and conveying awareness of a customer's problem or issue to find resolution
  • Skill in developing and presenting training materials
