This position is a covered position as defined in the Coquille Indian Tribe Chapter 185 Child Protection Ordinance.

Summary of Major Functions
At the direction of the administrative services director, the communications director will:
Develop and coordinate all communication, community outreach and media relations to the public and tribal community. Ensure tribal members and the public are appropriately informed and up to date on tribal issues, activities, and accomplishments.

Provide CIT leadership and the Tribal Council with information, processes, and tools to establish and attain communication goals and strategies.

Enhance and improve understanding of tribal sovereignty and tribal rights among the public and the tribal community.

Essential Duties and Responsibilities
1. Promote public awareness, understanding and appreciation of the Coquille Indian Tribe’s programs, services, and initiatives.
2. Facilitate and coordinate communication with the public and tribal community, using tribal newsletters, other printed and digital publications, social media, pamphlets, handouts, and other information distribution methods.
3. Supervise communications staff, including but not limited to planning, scheduling, and assigning work; establishing guidelines and performance expectations; providing feedback; and evaluating performance. Provide advice, coaching, and/or instruction to staff. Conduct disciplinary measures as necessary.
4. Develop and maintain productive working relationships with media representatives and journalists in all fields—newspapers, radio, TV, magazines, social media, etc. Respond timely and promptly to media inquiries to accommodate publication or broadcast deadlines.
5. Advise and assist CIT leadership and chairperson regarding the development and coordination of media communications. Serve as primary contact point and facilitator for the Chairperson who is the primary spokesperson for the Tribe. Ensure that the chairperson is consulted in advance of any external communication.
6. Provide talking points, scripting, presentation materials or other assistance as need for the tribal chairperson, CIT leadership or others who have been assigned to represent the tribe.
7. Coordinate media releases with other tribal entities as directed.
8. Oversee the content and presentation of the tribe’s public-facing websites, internal portal(s) and social media.
9. Continuously evaluate new technologies and platforms for potential use to ensure that the Tribe is always using the most efficient and effective communication resources.
10. Maintain an excellent working knowledge of the tribe’s values and mission. Ensure all communication aligns with the values and mission.
11. Attend Tribal Council meetings and workshops as directed.
12. Ensure that all tribal communications meet appropriate standards regarding privacy, security, defamation, decency, matters before the court and Coquille Tribal policies.
13. Recommend and draft tribal communications policies and procedures. Monitor compliance, including spokespersons’ delegated responsibilities.
14. Other duties as assigned.

PHYSICAL REQUIREMENTS
Requires the ability to communicate orally, repetitive movement of the wrists, hands and/or fingers, often requires walking, standing, sitting for extended periods of time, raising or lowering objects, stooping, and occasionally lifting up to 25 pounds. Will often be required to travel by automobile, commercial or private carrier. Local travel is frequently required, statewide and national travel is occasionally required. The individual must perform the essential duties and responsibilities efficiently and accurately, with or without reasonable accommodation, without causing a significant safety threat to self or others.

6. Ability to maintain effective working relationships with outside governmental officials, administrative and granting agencies.
7. Ability to maintain professionalism, confidentiality and objectivity under constant pressure and in crises. A breach of confidentiality or fraud is grounds for immediate dismissal.

REQUIRED Qualifications
1. Bachelor’s degree in a relevant field.
2. Five years of professional experience handling communications or public relations in a leadership role.
3. Two years of supervisory experience.
4. Experience in government-to-government relations with respect to tribal, local, state and federal agencies preferred.
5. Working knowledge of relevant software, including Microsoft Office Suite, Photoshop, Wordpress and desktop publishing.
6. Familiarity with social media and website development.
7. Current and valid Oregon driver’s license in good standing (or ability to obtain such) with no insurability restrictions from the tribe’s insurance carrier.

Pay: $68,619.20 - $102,928.80 per year
