Perform journey-level skilled technical work to install, modify, maintain, repair, and program various communication equipment and fiber optic facilities to provide reliable communication to electrical substations and all City departments.

Essential Job Functions
  • Provide reliable communication between electric substations for relay protection and SCADA operations. Install, configure, maintain, troubleshoot and repair Sonet multiplexers, wireless radios, fiber optic cables, and various electronic devices.


  • Work with customers to determine fiber optic needs. Perform design, installation, and maintenance including fiber splicing, testing, and path creation.

  • Install, configure, tune, test, and maintain LAN mobile radio transmitters, receivers, and antennas, including the capacitor bank and load management controls.

Ancillary Job Functions
  • Maintain accurate maps, drawings, and reports.


  • Perform other related duties as assigned.


Education and Experience - An equivalent combination of education, training and experience will be considered
  • Two-year technical degree.


  • Successful completion of apprenticeship.

  • Must possess and maintain a valid Class B CDL license and CPR certification.

  • Required to maintain a telephone and permanent residence within 50 road miles of City Hall, 701 E. Broadway, Columbia, MO, within 90 days of hire.


Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position
  • Knowledge of methods, practices, techniques, and equipment related to fiber optic, wired, and wireless communication equipment, computers, and electronic tools.


  • Knowledge of communication troubleshooting tools and devices such as power meters, TDRs and OTDRs, protocol analyzers, and of safety precautions and hazards related to electricity and radiated energy.

  • Ability to interpret electrical schematics, wiring diagrams, and engineering drawings.

  • Ability to use hand and power tools and knowledge of their safety standards and precautions.

  • Ability to work on-call and respond at all hours of the day/night.

  • Clear verbal communication skills and ability to give and follow written and oral instructions.

  • Strong interpersonal skills in order to communicate with employees, contractors, and the general public.

  • Ability to effectively organize and prioritize work as well as concentrate on multiple tasks simultaneously.

  • Ability to work under general supervision and make responsible decisions.

  • Ability to use good judgment and think quickly and rationally in difficult or stressful situations.

  • Ability to work in a constant state of alertness and safe manner.


Work Environment – Environmental or atmospheric conditions commonly associated with the performance of the functions of this job
  • Regularly work with the risk of electrical shock.


  • Work in high, dangerous places and near moving mechanical parts.

  • Work in varying, inclement weather conditions.

  • Work in confined spaces and in hazardous traffic conditions.

  • Subjected to loud noise from construction equipment and generators.

  • Must be able to grasp and reach with hands and arms.


  • Must be able to twist torso 45 to 90 degrees side to side and have the flexibility to use heavy tools while so twisted.

  • Must be able to carry tools and supplies up ladders and into confined spaces.

  • Required to use close vision, be able to focus, and distinguish colors.

  • Regularly required to hear, stand, sit, talk, and drive.

  • Regularly required to have repetitive wrist, hand, and/or finger movement as well as finger dexterity and hand-eye coordination.

  • Must be able to lift up to 10 pounds.

  • Regular attendance is a necessary and essential function.

$54,330 - $69,347 yearly, Commensurate with training and experience.
