Primary Purpose
The CLNG Phase 2 Project Development Advisor is a part of the CLNG Phase 2 Project Team and will provide project support for CLNG Phase 2 being developed by Sempra LNG. The position will provide strategic and tactical support for the workstreams it is reasonable for and will report to the Project Development Manager. Projects being developed by Sempra LNG typically represent investments ranging from $500 million to $10 billion. The qualified candidate will have a broad range of prior experience in commercial, finance, accounting and/or risk related aspects of project development, execution or operations and commercial contract negotiations in the natural gas and/or LNG industry.

Duties and Responsibilities

  • Support for project during Liquefaction and Regasification Tolling Agreement (LRTA) negotiations: (a) track LRTA negotiations, (b) prior to meetings w/customers, support drafting of SRE’s negotiation points that address customers’ concerns while limiting SRE’s risk exposure, (c) concurrently with “b” support drafting request for authority to agree in principle on LRTA topic, (d) develop materials to review “b” and “c” with Project Director for input, guidance and approval, (e) this position will support identifying the risks associated with the FID assumptions and how the risks translate to Sempra LNG achieving its targeted return, this position will provide support developing strategy to mitigate risks through steps “b” through “d” above.
  • Work with budget owners to develop the Pre-FID budget, development budget during construction period, and O&M budget. Specifically: (1) Ensure the assumptions are clearly documented and assumption changes are supported with documentation; (2) Ensure the accounting team has sufficient information to review and provide guidance for proper US GAAP accounting and (3) Collaborate with budget owners to make lean budgets.
  • Collaborate with financial analysts to develop and subsequent modify the project model.
  • Review, analyze and develop drafts of material project documents, working within the project team, including EPC Contract, Tolling Agreements, Financing Agreements and related project agreements.
  • Support identifying risks and mitigations, contribute to overall venture assurance process, identify issues and liaise with stakeholders to reach consensus on issues.
  • Prepare and present written detailed analyses, presentations and reports for the project team and to senior management.
  • Work with the Financial Analysis team, Engineering & Construction team, Asset Development team, LNG marketing and Gas Strategy team, and other groups to assess the economic projects and competitive assessment of a project. Contribute as necessary to project financing activities.
  • Contribute to developing a positive work culture in line with Sempra LNG’s values. Develop other team members.
  • Perform other duties as assigned (no more than 5% of duties).
Education

  • Bachelor's degree in business, engineering, finance, accounting or related field required. Master's degree preferred.
Experience

  • 5+ years in energy related business development, execution, operations, accounting, finance and/or related experience required.
  • Energy joint venture interface and structuring experience with an emphasis on direct customer/partner negotiations and issue resolution preferred.
  • Emphasis on commercial development experience in the energy sector and major project development preferred.
Knowledge, Skills and Abilities

  • Professional with strong personal drive and creditability with both internal and external stakeholders.
  • Proven project development and delivery of business objectives, ability to analyze and understand complex situations, and ability to develop, recommend and implement practicable solutions in accordance with world-class industry standards.
  • Ability to understand contractual terms and conditions, risks and related topics within the project scope and contracts/documents including Sales/Purchases, Tolling Agreements, Gas Sales/Purchases, Pipeline Transportation, EPC Contract, Import/Export Authorizations Permits, Financing Agreements, Joint Venture Agreements, Risk Assessments, and/or related subjects.
  • Ability to use Excel, PowerPoint, MS Project and other software tools.
  • Must be flexible and able to adapt to changing project-related priorities and deliver high quality, accurate work within required deadlines.
  • Ability to review complex agreements and recommend revisions to project documents is highly desirable.
  • Must have strong communications and interpersonal skills for managing and working within a project team.
