About the Department of Conservation and Recreation: The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways.

The Department of Conservation and Recreation seeks qualified applicants for the position of Civil Engineer V-Assistant Director of Trades, Facility Maintenance. A cover letter and resume must be submitted as part of the application process and attached “as relevant” to the requisition.


GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES

Plan, supervise and oversee the work of Facility Maintenance Trades people and Contractors on assigned daily facilities operations preventative maintenance and seasonal opening and closings.Engineering Staff, Utilities, and Trades people to start and finish assigned work.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

  • Work closely with other Engineering staff to diagnose issues related to facility maintenance and develop plans to repair.
  • Provide direct supervision and management of Facilities Maintenance staff and assign work by priority.
  • Prepare technical scopes of work, estimated costs and budgets for contracted work.
  • Inspect construction and maintenance work to ensure quality and fiscal control.
  • Resolve problems regarding quality of work performed by contractors.
  • Work with Director to recommend budgets for facility maintenance programs.
  • Review and approve payment vouchers, and service contract payments.
  • Work with staff to ensure agency standards and safety protocols are followed for all work performed.
  • Work with Massachusetts Division of Public Licensure and Authorities having jurisdiction on permitting and inspection of all construction and repair work. Ensure that all work undertaken complies with the Massachusetts State Building Code.
  • Maintain inventory of assigned Variable Message Boards (VMBs).
  • Ensure licensed trades staff complete continuing education.
  • Utilizing the Employee Performance Review System (EPRS), evaluate subordinates work performance.
  • Meet with Operations staff to develop annual deferred maintenance plans.
  • Supervises, directs, controls, and monitors all staff to timely and effective completion of projects.
  • Coordinate craftsmen and contractors in performing annual opening and closing of seasonal facilities.
  • Meet with manufacturer’s representatives to keep informed of latest products and technologies.
  • Coordinate activities with regional engineers to streamline projects.
  • Oversee site security systems assigned to Facility Trades.
  • Order stock and related materials needed to complete assigned tasks.
  • Ensure CAMIS Work Order’s are completed in a timely manner.
  • Maintain inventory of tools and supplies.

PREFERRED QUALIFICATIONS

  • Possession of a current and valid Massachusetts class three motor vehicle operator's licence.
  • Massachusetts building trade license.
  • Experience in building trades.
Qualifications
First consideration will be given to those applicants that apply within the first 14 days.
Minimum Entrance Requirements: Applicants must have at least (A) six years
of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least four years must have been in a professional capacity, and (C) of which at least two years must have been in a supervisory, managerial, or administrative capacity, or (D) any equivalent combination of the required experience, and the substitutions below.
Substitutions:
I. An Associate's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in civil engineering** or civil engineering technology**, may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in civil engineering** may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.*
**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.
  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
