JOB SUMMARY:

The Director of Child Support will ensure comprehensive and quality direct child support are provided to Nooksack families. The Director shall provide overall leadership to the Nooksack Child Support Program; be the liaison and representative of the department with outside tribal, state and federal agencies, and s and represent the department in court.

MAJOR TASKS AND RESPONSIBILITIES:

  • Directs the activities of child support department programs and ensures compliance with Tribal, Federal, and State regulations and policies.
  • Ensures high level of quality services are provided to the Tribal community.
  • Develops and supervises the Nooksack Child Support (IV-D) program that provides services to assist in obtaining financial support for children from parents while ensuring that all action taken is consistent with the best interests of the child(ren).
  • Provides and/or delegates day-to-day supervision of department staff.
  • Maintains program policy compliance with tribal, federal and state regulations.
  • Fosters relationships with partner agencies.
  • Submits and maintains yearly program budgets and reports.
  • Establishes and maintains appropriate systems for measuring performance of program staff and program functions.
  • Consult and provide legal advice to case workers and supervisors, as necessary.
  • Collect and maintain statistical data concerning types and trends related to caseloads.
  • Develops administrative and program policies, contractual agreements, and prepares budgets for approval by the General Manager and Council and implements policies and procedures within assigned areas.
  • Directs and oversees planning efforts to create short term and long term initiatives for the Department to achieve the goals and objectives.
  • Ensures subordinate staff adheres to Tribal Administration, Personnel Policies and procedures in conducting day to day operation activities.
  • Provides oversight for all personnel actions within the department including: recruitment, hiring, retention of skilled staff, training and development, and performance evaluations are performed.
  • Establishes and maintains effective working relationships with staff, departments, community and representatives of Tribal, federal, state, local, and other agencies to address issues relevant to child support service delivery.
  • Routinely evaluate the effectiveness of existing and proposed programs, determines problems and priority areas and recommends changes in program direction.
  • Participates in regular meetings of the Nooksack Child Protection Team.
  • Keeps the General Manager and Council apprised of federal and state legislation and governmental impacts on child support and ICWA.
  • Identifies and assists in drafting applications for grants and other funding opportunities for departmental programs.
  • Prepares professionally written reports on departmental activities and statistical data for the General Manager and Tribal Council.\
  • Maintain case and research files according to office systems and follow general office procedures.
  • Maintains cultural sensitivity to the families served while maintaining program compliance.
  • Maintain confidentiality.
  • Other duties, as assigned.

OTHER DUTIES:

Because of the Tribe's commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.

  • Indian Preference Policy applies to this and all positions with the Nooksack Indian Tribe.

MINIMUM QUALIFICATIONS

The following qualifications are required for the incumbent to have, in order to be considered for the position.

REQUIRED EDUCATION, EXPERIENCE AND TRAINING FOR POSITION:

  • Master’s degree in Human Services or related field; At least 4 years of experience working in the field of social services (part of this must be Child welfare)

OR

  • Bachelor’s degree in Human Services or related field; At least 8 years of experience working in the field of social services (part of this must be Child welfare)

AND

  • Minimum of five (5) years of experience working in a supervisory position.
  • Minimum of four (4) years of experience working for a Tribal government;
  • Minimum of two (2) years of experience as a department director or related position
  • Minimum of two (2) years of experience managing private, state and federal grants, and grant compliance; budget development; and policy and procedure development and implementation;
  • Minimum of two (2) years of experience working in the field of child welfare and child support enforcement;

REQUIRED SKILLS/KNOWLEDGE/ABILITIES POSITION:

  • The ability to make sound judgments; take initiative; be flexible; and detail-oriented.
  • Knowledge and experience in preparing and controlling budgets and other management type functions.
  • Must possess good communication skills (writing, spelling, listening, and speaking).
  • Must have follow-through and able to complete tasks or ensure tasks assigned are completed on time and within budget.
  • Proficiency in computer applications (word, excel, database)
  • Excellent interpersonal skills in the areas of creative problem-solving, conflict resolution, group planning and decision-making processes.
  • Ability to prepare and deliver clear, concise, timely, and persuasive reports, both orally and in writing.
  • Ability to simultaneously manage multiple priorities.
  • Ability to establish and maintain effective working relationships.
  • Knowledge of local, federal, state and Tribal child welfare and other social services resources
  • Advanced knowledge of Tribal sovereignty issues and agreements that exist between federally recognized Indian Tribes and applicable Federal and State agencies.
  • Comply with tribal laws and administrative policies.
  • Maintain a high level of professionalism and ethics at all times
  • Advanced knowledge of government funded grant and contract reporting and management.

REQUIRED CONDITIONS OF EMPLOYMENT:

  • Must pass alcohol/drug test at time of hire and throughout employment.
  • Must pass criminal background check at time of hire and periodically thereafter.

REQUIRED LICENSES OR CERTIFICATIONS:

  • Must have and maintain throughout employment a valid Washington State Driver’s License and meet the insurability requirements of the Tribe. (Must Provide Driving Abstract at time of hire).

PHYSICAL REQUIREMENTS ( The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.):

  • The standard work week is 8:30-5:00 Monday through Friday (occasionally may have to work evenings)
  • While performing the duties of this job, the employee is regularly required to sit for long periods and frequently required to talk and listen.
  • Sitting for extended periods while at a desk or in meetings.
  • Manual dexterity to operate a keyboard, calculator, and telephone system
  • Ability to lift up to 20+ pounds without assistance occasionally.
  • Typical office setting with environmentally controlled conditions.
  • Read, write, speak and understand English
  • Ability to listen, understands customers, and has the ability to translate rules, regulations, and policies to clients so they understand the issues/problems.
  • Operate in mentally and physically stressful situations with composure.
  • May have to walk/drive between office locations under a variety of conditions.
  • Must be able to bend, reach, kneel, twist, and grip from assigned work areas.
