SUMMARY
The Chief People Officer serves as a member of the organizations Sr. Management Team and is responsible for planning, developing, implementing, and managing all human resources functions for the organization. Major areas covered include Human Resources compliance, policies, procedures, and services, planning, organization development, hiring, orientation, onboarding process, training, employee relations and communications, compensation and benefits administration, safety and health, employee services. Provides leadership to human resources practices and projects and drives forward key human resources aspects of the organizations strategic plan.
PRIMARY DUTIES
- Leadership
- Plan, develop, organize, implement, direct and evaluate the organization's human resource function and performance. Serves as a member of the organizations Senior Management Team and leads initiatives.
- Supervision
- Leads the HR team including the Human Resources Generalist, Recruiters, Director of Training, Administrative Assistant, and other personnel as required.
- Recruitment
- Develop staffing strategies and implementation plans to identify talent within and outside the organization for positions. Identify appropriate and effective external sources for candidates for all levels within the organization. Develop recruitment strategies and approaches that embrace applicants and employees of all backgrounds, designing and implementing strategies to actively recruit and promote people of color and those with diverse backgrounds to positions of leadership. Supervises the Recruiters to successfully achieve goals for recruitment and retention for the organization.
- Staff Training and Professional Development
- Oversees the design, development and implementation of a comprehensive staff training and development plan and learning management systems to enhance the effectiveness of employee performance in achieving the goals and objectives of the organization. Develops and maintains instructional programs for HR processes. Identifies external resources needed to support training initiatives. Supervises the Director of Training for the implementation and maintenance of all training and development services including development and oversight of related budget.
- Compensation
- Responsible for benchmarking and developing progressive and proactive compensation, benefits programs, and Total Rewards, to provide motivation, incentives and rewards for effective performance and to provide programs which utilize an employee and organization partnership for the short and long-range health and welfare protection of the employees. Responsible for communicating and educating supervisors and employees on Total Rewards.
- Diversity/Equity/Inclusion
- Takes a lead role for the organization for developing policies and practices that promote diversity, equity, and inclusion, and implementing the organizations strategic priorities in these areas.
- Personnel Management
- Develop, implement, and maintain appropriate policies and programs for effective management of the personnel resources of the organization including employee relations, affirmative action, sexual harassment, employee complaints, external education and career development.
- Organizational Development
- Consults with management on performance, organizational, and leadership matters. Conducts needs assessments to determine measures required to enhance employee job performance and overall organization performance.
SECONDARY DUTIES
- Communications
- Implements and supports effective communications with all employees. Keeps President and CEO informed about key human resources matters. Keeps Sr. Management and Leadership Teams informed about key decisions, policies, and other matters and supports the Director of Communications to ensure consistent and regular communications with employees, including emails, monthly newsletters, and periodic mailings. Visits program sites regularly and meets with employees individually and in groups.
- Information Management
- Oversee the human resource information systems database and necessary reports for critical analyses of the human resources processes and workforce planning. Develops and manages key performance metrics for the Human Resources functions and uses data to improve performance and drive decision-making.
- Financial Management
- Manage the budget and other financial measures of the Human Resources Division.
- Strategy
- Leads the accomplishment of HR related objectives for the organization strategic plans and serves as a collaborative partner on the overall plan especially as it pertains to staffing needs and employee engagement.
- Organization Culture
- Promotes the development of a positive organizational culture by building trust, communicating regularly and effectively, and training supervisors to carryout organization priorities for building culture. Establishes credibility throughout the organization with management and the employees by being an effective listener and problem solver of personnel issues.
- Employee Events
- Provides leadership and oversight for planning and implementing employee events, including annual Employee Appreciation Day.
- Continuous Quality Improvement
- Continue improving the programs, policies, practices, and processes associated with meeting the strategic and operational human resource issues of the organization. Understands best practices and benchmarks.
- New Organization Initiatives
- Supports the development, and implementation of new organization initiatives and projects. Assists with strategic planning and the implementation and achievement of the organizations strategic goals. Leads committees or task forces for specific initiatives or the achievement of specific goals.
- Attends key meetings and assists the President and CEO in representing the mission and interests of St. Vincent de Paul to external groups, organizations and service providers.
- Meets regularly with the President and CEO to review progress in key areas, and advise of any needs, trends, or other issues.
- Attends Organization meetings and gatherings.
- Upholds the vision, mission, and values of St. Vincent de Paul.
- Other duties as assigned.
QUALIFICATIONS
- Masters Degree in human resources, business management or related field or Bachelors Degree with commensurate experience. PHR or SPHR preferred.
- 10 years experience in the Human Resources field.
- 4 years experience in a leadership role, with accountability for data management, performance outcomes, and financial goals, and achievements in driving organization improvement.
- Outstanding oral, written, and interpersonal communication skills with the ability to relate effectively with staff at all levels, external vendors and consultants, and board members, and others from all backgrounds in a courteous, respectful, comfortable, and non-judgmental manner.
- Extremely strong organizational skills, extremely detailed, focused and task-oriented, hard-working, and possessing the ability to coordinate numerous projects and initiatives simultaneously.
- Thorough knowledge and understand of federal and state employment-related laws and regulations.
- Strong analytical and problem-solving skills.
- Solid public speaking skills.
- A strong understanding and interest in the work of SVDP and genuine empathy for the clients of the SVDP programs.
- Very strong computer skills, including experience in managing HRIS databases and using data to inform decision making and improve performance.
- Access to an automobile, Maryland Drivers License, and the willingness and ability to travel outside the office as needed to attend meetings.
- Willingness to work a flexible schedule at times to accommodate the demands of the position, including weekend or evening hours.
- Understanding and respect for confidentiality.
- Desire and ability to work as a team member.
