This position is eligible for part-time/full-time remote work (including virtual office arrangement). Must reside in the State of Arizona.

Job Summary:
The Information Services Division is looking for a highly motivated individual to join our team as a Chief Information Security Officer. The CISO will be responsible for the security of the Medicaid systems. This will include adherence to Minimum Acceptable Risk Standards for Exchanges (MARS-E) and Health Insurance Portability and Accountability Act of 1996 (HIPAA) security standards. In addition, this position will be responsible for network operations in order to have control of how the standards are administered.

Major duties and responsibilities include but are not limited to:

Performs duties of the AHCCCS Information Security Senior Officer
Directs the design, development, and implementation of large projects and innovations that impact the data systems operations of AHCCCS and various other agencies.
Administers, through subordinate managers, the final implementation of network systems developed for use at AHCCCS, health plans, and program contractors
Represents the Assistant Director on various steering committees and tasks forces; performs related work as required.
Provides leadership to managers, supervisors and/or professional staff. Identifies required resources, trains, schedules, and monitors resources and leads the hiring process.

Knowledge, Skills & Abilities (KSAs):
Knowledge:
Extensive background in HIPAA and MARSe protocols
Deep understanding of best practices for data protection and information security
Current trends in technology and industry practices
Broad technical knowledge including applications development, computer operations, network, database, and telecommunications

Skills:
Management and leadership techniques
Strategic and tactical planning
Implementation of data security measures
Verbal and written communication skills

Abilities:
Ability to establish long-range goals to meet future needs while implementing effective short-range objectives
Identify changing priorities and respond to day-to-day operational issues of a routine and emergency nature.
Develop and maintain positive working relations

Qualifications:
Minimum:
Bachelor’s degree plus 8 or more years of related experience plus 3 or more years of management experience (or equivalent experience)
Arizona Driver's License

Preferred:
Over 5 years of experience in systems development, project management, computer operations, communication, networks, database administration, or technical services that includes 2-3 years of supervisory experience. 5 years of experience in a Medicaid program
State Medicaid program, healthcare and managed care concepts

Pre-Employment Requirements:
  • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
  • Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • Travel is required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
