State Human Resources Act (GS 126) .*

The Chief Financial Officer for the North Carolina Department of Environmental Quality(DEQ) is a pivotal position in the leadership of the organization. This position leads the financial oversight responsibilities for the department and sets the tone for DEQ's ability to sustainably achieve its environmental mission and competitively advance its innovative approaches to economic viability for the state.

Key Responsibilities:


  • Leads the Financial Services Division providing executive direction, management, and supervision for the Department of Environmental Quality’s processes and policies relating to accounting, budget, purchasing, and other business programs.
  • Part of the DEQ Executive Management team
  • Budget and strategic planning, organizing business functions, quality assurance and fiscally defending the agency.
  • Provides leadership in the development of the department's financial services strategic plan including the development and execution of the department's overall financial strategic goals.


Division of Financial Services:

The Financial Services Division is a centralized organization committed to provide a variety of accounting, financial, budget and purchasing activities for DEQ. Responsibilities include a broad range of departmental accounting functions in the following areas: accounts payable, accounts receivable, budgeting, purchasing, maintenance of the accounting systems, federal funds administration, contract management, and financial reporting.

Recruitment Range:
$81,704 - $139,322

To qualify for this position, applicants must document on the application that they possess
ALL of the following:


  • Demonstrated knowledge of state or federal government laws, statues and/or regulations related to budgeting, purchasing, contract management, and/or other financial/accounting functions.
  • Demonstrated experience in managing and/or auditing fiscal analysis, operations, and/or services.
  • Demonstrated experience supervising a team of financial positions.

Minimum Education and Experience Requirements

Bachelor’s degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework and seven years of professional accounting experience in the preparation and review of interpretative or analytical accounting, financial statements and reports; of which at least three are managerial; or equivalent combination of education and experience.
