The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. DCR is a dynamic agency, and is one of the largest park systems in the nation. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, golf courses, trails and parkways.

The Department of Conservation and Recreation is seeking qualified candidates for the position of Businees Management Specialist.

The incumbent oversees general business activities; reviews requisitions, purchase requests, payrolls, contracts, etc.; reviews proposals for new agency programs and projects; monitors agency expenditures; reviews and analyzes financial reports and other documents; performs personnel functions; provides technical assistance to agency staff, and performs related work as assigned.

The basic purpose of this work is to oversee and monitor the general business activities of the Greening the Gateway Cities Program and to assist with those within the Bureau.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

1 Oversees the processing of all procurements, purchases, contracts, and expenditures.

2. Supervise the fiscal work performed by Program staff and monitor for fiscal compliance.

3. Reviews requisitions, purchase requests, payroll records, contracts, etc. to determine reasonableness of costs, availability of funds and/or compliance with agency rules, regulations, specifications, standards and/or procedures to make appropriate recommendations.

4. Monitors agency expenditures by reviewing records and reports to ensure that expenditures do not exceed budgetary limits.

5. Reviews and analyzes financial reports and other documents to determine projected expenditures and prepare agency budget requests.

6. Reviews and analyzes data concerning fiscal control methods and fiscal data collection systems to determine effectiveness and compliance with governing laws, rules, and regulations and to recommend changes in procedures, guidelines and/or record keeping methods.

7. Supervise and oversee processing of invoices for accounts payable.

8. Prepare and submit procurement solicitation documents such as RFQ’s and RFP’s via COMM Buys.

9. Prepare forms for bid items, open bids, and complete award notifications.

10. Keep track of inventory, order and distribute supplies to Program staff.

11. Administer the procurement process of all IT needs for Program staff.

12. Provides technical assistance to agency staff, contractors and others concerning policies, guidelines and established procedures concerning business matters to provide information and ensure compliance with established standards.

13. Confers with agency staff to exchange information, to coordinate efforts and to obtain information concerning agency programs and activities.

14. Performs related duties such as maintaining records; preparing reports; attending meetings; and contacting vendor representatives and/or contractors relative to equipment, supplies and/or services.

15. Performs related work as required.


Qualifications

Minimum Entrance Requirements:

Applicants must have (A) at least three (3) years of full-time or equivalent part-time, professional experience in business administration, business management or finance/accounting, or (B) any equivalent combination of the required experience and substitutions below.

Incumbents may be required to have a current and valid motor vehicle driver’s license at a class level specific to assignment.

Substitutions:

I. A Bachelor’s degree with a major in business management, finance or a related field may substitute for two (2) years of the required experience.

II. A Master’s degree or higher with a major in business management, finance or a related field may substituted the required experience.
