PingWind is seeking a qualified Senior Business Analyst to support the Department of Veterans Affairs (VA) Human Resources & Administration, Office of Security Preparedness (HR&A/OSP), Office of the Chief Human Capital Officer (OCHCO), Center for Enterprise Human Resources Information Services (CEHRIS) program. This work will strengthen the VA’s Human Resources (HR) services by providing comprehensive, modernized, automated, and streamlined capabilities to support electronic records creation, information management, and data services throughout the employee lifecycle. This position is located on-site in Washington, D.C, and virtually based on Government space availability and mission need
Responsibilities
The Business Analyst will provide lifecycle business analysis support across all CEHRIS-wide projects supporting the analyst of the CEHRIS organization and business domain to document business and systems, assess the business model and its integration with technology. The business analysis support shall support CEHRIS-wide projects in improving processes, products, services, and solutions through evidenced-based and data-driven decision making. The analyst will be responsible for performing “as-is” and “to-be” process analysis and documentation. The analyst will also be responsible for eliciting, documenting, and organizing business requirements; as well as documenting and managing user stories.
Requirements:- Bachelor’s degree in Operations Research, Mathematics, Computer Science, Cost Accounting or related scientific or technical discipline
- 10+ years of relevant work experience
- Experience in the effective use of data provided by cost estimators to create overall cost versus benefit assessment while considering functional benefits, technical performance, risks, and schedule concerns
- Experience eliciting/capturing system business requirements, documenting and refining requirements,interviewing stakeholders/business process owners, and managing requirements (to include prioritization and deconfliction)
- VA or similar government organization experience
- U.S. Citizenship and/or Green card
Preferred Qualifications
- Experience operating within an Agile/Scrum framework
- Knowledge of human-centered design principles
- Excellent written and oral communications skills
- Ability to rapidly prioritize competing requirements
- Ability to understand and simplify customer requirements
- Ability to communicate end user feedback to technical and design leads
- Ability to operate in high-stress environments
