Summary


The Behavioral Health Systems Specialist positions are responsible for supporting the management of the Community Care Organization (CCO) behavioral health provider network and ensuring quality services and supports are available for Yamhill Community Care (YCCO) members. This position will carry out administrative task and duties necessary to ensure the performance of YCCO under its Oregon Health Plan managed care contract.

Essential Duties


  • Collaborates in the development and maintenance of a comprehensive health service delivery system that provides high quality and cost-effective service to YCCO members.
  • Coordination and oversight of health service arrays including, but not limited to, integrated services, System of Care, Wraparound, and youth and adult intensive services system array.
  • Provides Behavioral Health subject matter expertise and cross team collaboration in support of contract deliverables and system improvement efforts. Functions as a Matrixed member of various project / task teams to develop, strengthen, and expand access to robust, high value health services within YCCO’s service areas.

Job Duties

  • Proactively addresses administrative and other tasks necessary to drive network quality and compliance with the CCO contract.
  • Assumes primary responsibility for the planning, development, and implementation of assigned projects or other responsibilities.
  • Provides behavioral health and integration expertise across function areas within YCCO.
  • Coordinates and supports for service arrays including, but not limited to, integrated services, System of Care, Wraparound, and youth and adult intensive services system array.
  • Follows behavioral health best practices and professional code of conduct/ethics.
  • Ensures integration of work between program functional areas and promotes effective communications within YCCO and between external partners and providers.
  • Leads and/or assists with development and implementation of processes to ensure compliance with contract requirements including but not limited to access, quality, program integrity, quality of clinical care, utilization, and compliance with OARs and other regulatory standards.
  • Develops and/or tracking of data / reports.
  • Develops relationships of trust / credibility and collaborates with YCCO providers and other community partners.
  • Provides content expertise and technical assistance to YCCO’s behavioral health and physical health provider organizations.
  • Takes direction from Behavioral Health Manager, Community & Behavioral Health Systems Sr. Director, and Matrixed managers/supervisor(s).
  • Adheres to YCCO policy and procedures and standards of operations.
  • Prepares reports and other documents as assigned.
  • Performs special projects and other duties as assigned.
  • Works collaboratively in a team and Matrixed (cross-department) environment with a spirit of cooperation.

Knowledge, Skills, & Abilities

  • Knowledgeable in managed care, OHP benefits, behavioral health systems, Oregon Administrative Rules (OAR), Oregon Statute (ORS), and CCO requirements.
  • Advanced knowledge of behavioral health field.
  • Strong organizational skills with the ability to manage multiple tasks / projects simultaneously.
  • Strong report and policy development and writing skills.
  • Ability to communicate project status and issues to Director in a timely manner.

Education & Experience

Required:

Behavioral Health Systems Specialist I

  • Bachelor’s degree in social work, counseling, or related healthcare field.

AND

  • Two (2) years’ related experience in social work, counseling, or related healthcare.

OR:


  • Any combination of education and experience that would qualify candidate for the position.

Behavioral Health Systems Specialist II

  • Master’s degree in social work, counseling, or related healthcare field.

AND

  • Two (2) years’ related experience in social work, counseling, or related healthcare.

OR:

  • Any combination of education and experience that would qualify candidate for the position.

Behavioral Health Systems Specialist III

  • Master’s degree in social work, counseling, or related healthcare field.

AND

  • Five (5) years’ related experience in social work, counseling, or related healthcare.

OR:

  • Any combination of education and experience that would qualify candidate for the position.

Preferred:

  • Three (3) years’ experience in community behavioral health direct service.
  • Experience in quality and/or project management.
  • Experience in Oregon Health Plan (OHP).

Certificates, Licenses and/or Registrations

Preferred:

  • Licensed Clinical Social Worker (LCSW),
  • Licensed Professional Counselor (LPC),

OR:

  • Equivalent License.
