Oregon Pacific Bank is looking for a Bank Secrecy Act (BSA) Specialist in our Eugene Branch who will be responsible for day-to-day operations of the BSA/AML/OFAC program. Follow written policies and procedures and ensure that all processes are completed in a timely manner and comply with regulatory requirements. Become proficient with the BSA/AML system. Work closely with BSA Officer to monitor the financial institutions compliance with BSA/AML/OFAC rules and regulations

JOB SPECIFICATIONS (Applicant must qualify under the following specifications)

Education: High School Diploma or equivalent

Experience: Five to seven years of relevant work experience. Extensive background and knowledge of Bank Secrecy Act, Anti-Money Laundering and OFAC compliance and operating policies, procedures, regulations, and workflow

ESSENTIAL FUNCTIONS

  • Review Currency Transaction Reports that are generated in the BSA system:
    • Monitor system reports to ensure that all CTRs were captured by the system
    • Ensure CTRs are completed correctly and timely
    • Communicate with the branches if incomplete information is documented on the CTR
    • Once CTRs receive a 2nd review by BSA Officer, upload CTRs to FinCEN
    • Receive acknowledgement from FinCEN and input information into the BSA system
    • Save all documentation electronically in BSA Program folder
  • Complete Suspicious Activity Reports:
  • Receive communication from branches regarding potential suspicious activity
  • Investigate to determine whether filing a suspicious activity report may be warranted
  • Communicate findings with BSA Officer
  • If determined suspicious, complete SAR and submit to BSA Officer for review
  • File SARs with FinCEN and follow-up to ensure acknowledgement is received
  • Save all documentation electronically in BSA Program folder
  • Review suspect transactions list in BSA System; determine whether cash transactions appear structured:
  • Investigate to determine whether a suspicious activity report may be warranted
  • Report to the BSA Officer if suspicious activity is identified
  • If determined suspicious, complete SAR and submit to BSA Officer for review
  • Review tolerance exception alerts generated by the AML system:
    • Document alerts with sufficient information to explain why the transaction is not suspicious
  • Report to the BSA Officer if suspicious activity is identified
  • If determined suspicious, complete SAR and submit to BSA Officer for review
  • Review OFAC and 314a Reports:
    • Ensure the information reported does not match the client’s information on file
  • Review Wire and ATM transactions for suspicious activity
  • Report to the BSA Officer if suspicious activity is identified
  • If determined suspicious, complete SAR and submit to BSA Officer for review
  • New Account Reviews:
    • Review the Business Entity & Account form to ensure all information is complete. Contact branch staff if information is missing
    • Complete a review of the account to ensure account activity corresponds with the information provided at account opening
    • Complete the Business Account Risk Assessment and provide sufficient narrative to explain the purpose of the account, the results of the analysis, and the resulting risk rating
    • Save all documentation electronically in BSA Program folder
  • Conduct ongoing monitoring of medium or high risk rated accounts, and complete periodic review worksheet
  • Identify accounts which qualify for CTR exemptions:
  • Complete documentation and submit to BSA Officer for review
  • Conduct an annual review of accounts to ensure they remain eligible. Complete documentation and submit to BSA Officer for review
  • Identify areas of the BSA/AML systems which are currently not be utilized and determine whether it would create any efficiencies
  • Review/maintain the daily procedures and determine whether processes should be enhanced or whether efficiencies could be created
  • Conduct ongoing training with frontline staff, on a scheduled or as needed basis
  • Be knowledgeable of bank compliance rules and adhere to Federal and State banking regulations relating to this position
  • Follow all Bank compliance policies and procedures relating to this position

  • Will have extensive contact with Operations and Branch Managers
