The Maryland-National Capital Park and Planning Commission (Commission) is a nationally recognized and award-winning organization whose mission is to manage physical growth and plan communities, protect and steward natural, cultural, and historic resources, and provide leisure and recreational experiences. The organization serves citizens within Montgomery and Prince George's counties and employs over 5,000 full-time and seasonal employees.

The Office of the Inspector General (OIG) is seeking an a highly motivated Auditor/Data Analyst to join their team. This is a new position within the OIG, which provides an opportunity to develop and manage our internal Data Analytics Program efforts in order to present more efficient and effective oversight, while also completing Information Technology (IT) Audits in accordance with Generally Accepted Government Auditing Standards (GAGAS).

Key Responsibilities


  • Apply data-driven methodologies and build analytical models to analyze, test, and monitor large volumes of data for outliers, anomalies, patterns, and trends to assess risk and controls across the Commission.
  • Collaborate with client personnel to understand enterprise resource planning (ERP) specific business rules and apply those rules in the development of analytics.
  • Develop audit programs that include objectives, identify relevant risk, analytical and substantive procedures.
  • Develop dashboard reports using data visualization/Power Business Intelligence (BI) tools which highlight key insights and inform business decisions.
  • Conduct audits of new and existing information systems and operations. Identify gaps and control weaknesses. Develop and present recommendations to Commission management including practical ways to optimize controls and improve efficiency.
  • Create reports that may be complex, and include regression analysis, charts, graphs and other media.

Minimum Qualifications

  • Bachelor's Degree in Finance, Accounting, Business Administration, Management, Public Administration, Information Technology, Computer Science, Information Security or any related field.
  • Four (4) years of progressively responsible experience in auditing that includes work in the range of duties and responsibilities in this class specification.
  • An equivalent combination of education and experience may be substituted, which together total 8 years.
  • Valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.

Preferred Qualifications


  • Expert-level experience with data visualization/Power BI tools.
  • Experience with building data models, data trends, data mining and using data to support audits and investigations.
  • Certified Information Systems Auditor (CISA).
  • Demonstrated experience in the completion of IT Audits (planning, fieldwork, and reporting), internal controls, and audit techniques.

Important Worker Characteristics
Audit Experience: Knowledge of, and skill in applying, the principles, standards, methods, techniques and generally-accepted practices for the completion of IT Audits. This includes professional knowledge of GAGAS and National Institute of Standards and Technology (NIST).

Expert-Level Analytical Skills: Ability to collect, organize, analyze, and disseminate significant amounts of data with attention to detail and accuracy. Experience in designing and executing data analytics and visualization activities.

Adaptability: Capable of adjusting to changing work priorities, and possesses the ability to understand business needs to master new skills and technologies in a short period of time.

Communication (written & oral): Must have strong interpersonal skills and the ability to establish, develop and maintain cross-functional business relationships, as well as have excellent presentation and problem-solving skills.

The OIG supports a hybrid telework model with flexible arrangements. The OIG’s office is located in Riverdale, Maryland.
