Associate Director of Vocational Services Job at Richmond Area Multi-Services (RAMS)
The Associate Director will lead and support, through a strength-based and trauma-informed lens, the empowerment of RAMS staff and related programs, working in a variety of clinical and community based settings within San Francisco. This position provides a hands-on approach in providing clinical consultation and leadership for managers and supervisors assigned to these services, building in successful strategies and frameworks to ensure the goals of the programs are met at the highest quality and level reflective of RAMS standards. This position requires a good understanding of marginalized communities, specifically individuals in recovery from mental health and/or substance use disorders, disenfranchised young adults and transitional aged youth including foster care and justice-involved youth, adult & older adults experiencing homelessness, immigrant populations and communities experiencing collective trauma; all within the context of equitable opportunity to increase wellness through meaningful vocations and employment.
Essential Job Duties include, but are not limited to:
- Under the direction & in coordination with the Division Director of Vocational Services, provide management of program operations for vocational services at a multi-disciplinary, multi-cultural and multi-lingual community behavioral health / vocational rehabilitation services agency with a focus on serving the Asian & Pacific Islander community
- Demonstrate a comprehensive understanding of the Wellness & Recovery Model, Trauma-informed care in the context of behavioral health services and a keen understanding of behavioral health systems in San Francisco
- Provide regular and effective clinical consultation and supervision to program management and teams, facilitating staff meetings, case conference meetings, provider and RAMS meetings related to Hire-Ability programs
- Lead with monitoring, directing, and overseeing the day-to-day operations of Hire-Ability Vocational Services program, with specific focus on oversight of program managers and providing consultation on client related services ( Employee Development Program, TAY client & participant services, Vocational Rehabilitation Services Internship tracks, Occupational Janitorial Services Training, and i-Ability training tracks in compliance with RAMS policies & procedures and program requirements as well as State Department of Rehabilitation, Department of Children, Youth and Families and SF Department of Public Health- Behavioral Health Services standards, ensuring strong performance outcomes, consumer involvement & empowerment, and meeting all performance & contracted objectives
- Oversee program compliance standards set forth by RAMS and funding stream contract objectives are met, meeting a high level of program excellence via results from program monitoring, audits and accreditation bodies
- Provide a high standard of role modeling for supervisees in respect to ethical and good work habits providing supportive supervision and feedback frequently and fostering a sense of team work and a healthy work environment.
- Support the professional development of program staff by proactively developing &/or promoting opportunities for training and learning
- Co-lead with the Division Director in program development, implement & analyze quality assurance protocols, including the use of measurement tools & data review, conduct utilization reviews and engage in continuous quality Improvement activities
- Provide direct feedback and follow up for any constructive feedback to staff which may involve informal and formal performance improvement plans, to be included in annual performance evaluation activities as applicable
- Under the direction of the Division Director of Vocational Services, assist in the responsibility for sound fiscal management practices, and monitor & stay within program &/or department budget
- Develop/maintain positive professional relationships with CA Department of Rehabilitation, the Department of Children, Youth and Families, San Francisco Unified School District, San Francisco Dept. of Public Health- Behavioral Health Services, and the community-based organizations and agencies with which RAMS works &/or holds collaborative agreements for services
- Work collaboratively with inter-department personnel within RAMS as needed
- Develops and maintains clear, open, timely, cooperative, and diplomatic communications and working relations with all staff, clients, and partner agencies, representing RAMS in the highest standard of professionalism
- Must be able to travel frequently to various work sites within San Francisco
- Outreach to, organize, and promote consumer/community advocacy & feedback to improve service delivery, promote the philosophy of psychosocial & vocational rehabilitation throughout the agency, and demonstrate the effect and impact of vocational services and collateral support (e.g. therapists/ counselors, case managers, psychiatrists, families, etc.) in the enhanced self-sufficiency, independence, and quality of life of consumers, and their improved ability to gain and maintain competitive employment
- Provide coverage for Division Director and program managers within RAMS Division of Vocational Services as assigned by RAMS
- Assist Division Director of Vocational Services with developing, implementing, maintaining, evaluating, and improving procedures & standards to ensure that client satisfaction is being measured & met, that strategies for responding to & resolving client complaints are accessible & effective, and that Quality Assurance & Quality Improvement standards & requirements are upheld
- Perform report writing, tasks, and responsibilities in a complete and timely manner, complying with agency policies and standards
- Performs other related tasks and duties as assigned by the Director
Minimum Required Educational level & Experience:
- At least a Bachelor’s Degree in Psychology or Social Work; Masters Degree in Rehabilitation Counseling, Social Work, Marriage & Family Therapy, Public Administration, Public Health, Business Administration, and/or other related fields highly preferred
- Three or more years management &/or program administration experience, specifically in a community-based vocational rehabilitation &/or behavioral healthcare services setting/sector
- At least five years demonstrated experience, knowledge, and proficiency in vocational counseling/rehabilitation, and culturally competent behavioral health services provision, especially that which is reflective of the populations served by RAMS Hire-Ability
- Demonstrated experience in management of a health/human services program to include comprehensive program planning & design, business planning & development, multi-program coordination & operations, utilization review, quality improvement, and supervision of professional staff/volunteers/trainees
- Demonstrated experience in budget preparation, data management, utilization review, HIPAA practices standard, and billing/invoicing (e.g. Department of Rehabilitation, etc.)
- Strong working knowledge & understanding of health disparities and the strengths & needs of diverse & underserved communities, and adult learning best practices as well as employment development and consultation models
Other Requirements:
- Familiarity with behavioral health and human services systems of care in San Francisco, including the philosophy of care, levels of care for clinical & social services, and the delivery of such services, highly preferred
- Familiarity with the San Francisco community resources/services (may include health, mental health, substance abuse, vocational, housing, etc.) and business community, highly preferred
- Ability to present feedback in a positive and empowering manner
- Demonstrated familiarity with the Wellness and Recovery Model, as well as Supported Employment model, and other evidence-based practices such as the Wellness Recovery Action Plan (WRAP), seeking safety, self-help and Harm Reduction principles
- Strong commitment to the philosophy, goals, & mission of RAMS in providing community-based, culturally competent, and consumer-guided mental health services to the community
- Commitment to engaging in professional development activities such as trainings, continuing education seminars, case conferences, and reviewing up-to-date material, etc., as related to evidenced-based vocational & psychosocial rehabilitation strategies and best practices for the population served by RAMS Hire-Ability Vocational Services
- Strong interpersonal and communication (written & verbal) skills and ability to work effectively and interact professionally with a diverse, multi-cultural, and interdisciplinary staff of all levels, as well as with personnel from funding/oversight agencies, social service agencies, and businesses/employers
- Exceptional organizational skills with reliability and consistency in work performance, ability to work independently and exercise sound administrative & clinical judgment as well as the flexibility to adapt/integrate the requirements of the job and the program in compliance with agency policies & standards
- Proficiency in Microsoft Office (e.g. Word, Excel, PowerPoint, Access) and in computer usage and information technology
