Job Summary

Plans, directs, and oversees the daily operations of the Community & Human Services Division.
Please note that this position is fully funded by grant funds. The expected duration of the grant funding is 12/31/2026. The position is funded for the duration of the grant and may be reduced or eliminated based on funding availability.

Essential Functions

Performs various high-level divisional assignments and assists the Community & Human Services Division Director in overall policy development for the Division.
Oversees, directs, and provides final approval on high profile/critical reports, policy reviews and studies; presents information regarding the Department’s business status, goals, objectives, operations, successes and challenges; executes special projects and studies.
Responsible for accomplishing Division goals and objectives within the general policy guidelines for major functional areas assigned and for special programs and projects; provides leadership, direction and support to the management team to ensure high quality and effective administration of Division programs.
Monitor personnel and operating budgets; prepares cost estimates for budget preparation; prepares, administers, and is responsible for the budget for various program areas; forecasts additional funds needed for staffing, equipment, materials, and supplies; administers the approved budget, and monitors and controls expenditures.
Interprets and applies County and grant policies for staff; formulates grant policies in conjunction with the Division Director; evaluates procedures and policies.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Applies for state and federal grants for the County and other Divisions located in the Public Services Department; research grant opportunities for the purpose of developing additional funding resources for both current and proposed services, programs and administrative operations as well as serving as a clearinghouse for potential grant funding opportunities.
Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the various program areas.
Creates and promotes programs for citizens, including families to address housing needs; reviews opportunities for homeless and low-income housing development as needed to address homeless initiatives.
Ensures that all purchases utilizing Federal Funds follows the procurement process outlined in the Uniform Grant Guidance (UGG); writes requests for proposals as needed in compliance with Procurement Services policies.
Monitors the effective implementation of all federal grants to ensure that the Division and the County is in compliance with all federal guidelines.
Oversees preparation and response for all audit requests.
Acts as senior spokesperson on homelessness, senior and social services and grants for community and media engagements.
Recommends effective programs, policies, procedures, ordinances and regulations; evaluates goals, objectives, priorities, and activities to improve performance and outcomes.
Develops cooperative professional relationships with local community agencies and citizen groups; provides advice and counsel to senior management and County Commissioners, advisory boards, citizens' organizations, and other County divisions; participates in meetings with government officials and community groups.
Ensures that assigned program functions meet all applicable laws, regulations, and County policies and administrative rules.

Minimum Qualifications

  • Bachelor’s degree required.
  • Five (5) years of related experience.
  • Candidates without a degree should possess four (4) additional years of related experience.
  • Fingerprinting required.
LICENSES/CERTIFICATES
  • Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

  • Salary offers above the minimum pay grade may be considered based on qualifications.
  • Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
