Primary purpose:

The Assistant Crime Analyst is responsible for executing a wide variety of tasks within the Technology Bureau related to maintaining national accreditation while also assisting in daily, weekly, and as needed collection, evaluation, and analysis. This position reports to the Manager of Police Information Technology. The Assistant Crime Analyst will be expected to interact with all departmental personnel of all ranks in a knowledgeable and professional manner.


Supervision:

Supervision Scope: Under the direction of the Manager of Police Information Technology, incumbent maintains an intimate knowledge of all departmental general orders, standard operating procedures, code of conduct and all rules and regulations. Assists bureau manager through process of developing new and/or updated policies and procedures and disseminating such changes throughout the department. Stays abreast of local, state and federal changes in police policy, procedure and strategies.

Supervision Received: This position reports to the Manager of Police Information Technology, though daily activities will be under the direction of the Crime Analyst.

Essential Functions:

  • Conducts detailed analysis of all available data including crime reports, traffic reports, CAD data, etc., as assigned by the Bureau Commander. Maintains and intimate knowledge of all departmental general orders, standard operating procedures, Code of Conduct, and any and all rules and regulations.'
  • Assists Bureau Commander through the process of developing new and/or updated policies and procedures and disseminating such changes throughout the department. Stays abreast of local, state, and federal changes in standard police policy and procedure.
  • Familiar with all aspects of the accreditation process and assists as necessary through the maintenance and reaccreditation process. Maintains accreditation files in accordance with national standards and requirements.
  • Responds to all requests for reports, information, and data from accreditation officials. Bureaus and all police personnel to prepare for on-site assessment process. Maintains contact with accreditation officials through website, newsletters and telephone consultations to be aware of any changes in the accreditation process.
  • Responsible for providing and maintaining crime analysis to all ranks of the department as well as City and state officials.
  • Reviews, records, and analyzes all crime and traffic related data in the City and produce daily and weekly reports. Develop, modify, and maintain databases by which incidents are measured and analyzed to meet the needs of the Bureau Commanders and community. Follows and adheres to department, City and other government rules, regulations, policies and procedures. Oversees the quality of the records and reports to ensure that proper classification codes are assigned to incidents.
  • Completes overdue National Incident-Based Reporting System (NIBRS) submissions to the state for mandatory reporting purposes.
  • Integrates new mapping software, which will allow the bureau to provide detailed and accurate geographical representation of current crime trends and patterns.
  • Through outside contacts/agencies and relevant association memberships, sustains working relationships with bordering departments in an effort to be aware of crime on a regional level.
  • Submits financial status reports regarding ongoing grants.
  • Attends and participates in staff, department, or other meeting conference, on committees, task forces.
  • Performs other related duties as required.


Minimum Entrance Qualifications:

Education, Training and Experience: Bachelor’s Degree in criminal justice, planning, statistics, public administration or other related field, and one to three years related experience in a similar sized Police Department, or equivalent combination of education and experience.


Knowledge, Ability and Skill
:

Knowledge: Knowledge of office administration, general accounting and police activities and the operation of office equipment such as personal computers and computer software, data processing and/or word processing.

Ability: Ability to use judgement in the analysis of facts and circumstances to solve practical problems and deal with problems involving several concrete variables in standardized situations. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages. Ability to apply concepts of basic algebra.

Skills: Ability to read and interpret documents such as reports and procedures manual. Ability to write routine reports and correspondence. Ability to effectively present information one-on-one or in small groups and respond to questions from outside organizations, citizens, or employees of the City. Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Must possess effective written and verbal communication skills.

Physical requirements/work environment

Work is performed under typical office conditions; the noise level is quiet to moderate at most times. Essential functions are regularly performed without exposure to adverse environmental conditions.

Operates computers, printers, facsimile machine, copier, calculator, telephone and standard office equipment.

Has frequent contact with other City departments, current employees, and vendors/service providers.

Has access to all department-level confidential information, which requires the application of appropriate judgment, discretion and professional office protocols.

Errors in judgment or omissions could result in considerable confusion and delay, have a continuing adverse effect on the Police Department’s ability to deliver services, be costly to correct and cause significant adverse public relations.

Tasks require the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5 - 10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally. Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
