The City of Norfolk’s Information Technology GIS Team is seeking to hire a highly motivated Supervisor to lead our team of innovative GIS thinkers and problem solvers. The opportunity includes leading and collaborating with the team on real-time, web-based GIS solutions in an advanced enterprise environment with expanding ArcGIS Enterprise architecture. The Supervisor will perform supervisory, management, and leadership functions while also providing strategic planning, support for technology systems and application development.

We are looking for someone who is willing to lead by example and champion the GIS Program by supporting Departments and initiatives across the City.

Essential Functions

Essential functions include but are not limited to:

Team Supervisor: Supervises, plans, monitors, coaches team members by providing direction and leadership, assigning work, monitoring staff performance, supplying individual guidance, maintaining technical training level for entire team, facilitating regular communication between physically dispersed team, enforcing policies and procedures and staying current on changing technology issues. Complete justification to hire into vacant positions, coordinate interviewing and hiring processes. Communicates job expectations and utilizes the Performance Management system for individual performance objectives and feedback. Direct staff consists of 1 Programmer Analyst V, 3 Programmer Analyst IVs, and 1 Programmer Analyst III.

Program Manager for Enterprise GIS and GIS Applications: Stay apprised of vendor roadmaps for new releases, enhancements, & end-of-support announcements; ensure staff & customers are educated; monitor & fund maintenance contracts. Analyze requirements for technology projects (hardware, software, timeline, and budget) to write or assist customers in writing budget enhancements to keep required systems current & relevant. Assist customers in analyzing & prioritizing enterprise technology needs, develop requirements, write requests for proposals, develop & administer contracts for vendor-provided solutions. Communicate with vendor account managers. Prepare & administer the IT-GIS operating budget for both non-discretionary and discretionary expenditures.

GIS Program Champion: Engage Citywide GIS staff through monthly liaison meetings, knowledge sharing, and participation in projects and programs including NG9-1-1, Open Data, Land Management, Flood Awareness and Mitigation, Smart Cities, etc. Identify and support implementation of new and innovative GIS based approaches to workflows and business processes throughout the City. Participate in regional GIS initiatives and represent City of Norfolk GIS in industry related events, conferences, activities, and GIS Day.

Lead Support for Enterprise GIS and GIS Application Integration: Provides a key leadership and support role in the planning, design, development, operation, and maintenance of the Enterprise GIS architecture and integrations supporting non-GIS enterprise applications. The Enterprise GIS architecture consists of a virtualized multi server environment with both internal and external components serving real-time GIS data, analysis, and access across the GIS infrastructure and integrated applications. Integrated applications include asset and work order management, citizen services portal, open data, web-based property information, with others in progress or planned for the near future.

Project Manager: Oversees the planning, implementation, and tracking of technology projects which have a beginning, an end and specified deliverables following the IT Project Management Methodology. Includes Initiating, Planning, Implementing, Controlling/Monitoring, and Closing projects. Oversees projects of smaller scale that are managed by team members. Projects may be sponsored by IT or other City departments.

Administrative Duties: Contribute to and ensure completion of the team’s monthly status report and updates; schedule/facilitate regular customer meetings, as needed; schedule/facilitate meetings with customers and other IT staff to maintain open communications and/or tackle specific initiatives or issues; participate in IT Management/Supervisors meetings; develop and monitor team performance measures; monitor Service Requests and Break/Fix Incidents.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Three years experience of supervisory or managerial work required.

The preferred candidate will possess:

  • At least five years of demonstrated experience with Esri ArcGIS software and GIS concepts.
  • Experience as a Business Analyst, Systems Analyst, Programmer/Analyst, or related technical field;
  • Experience developing and managing operating and project budgets for medium-sized projects (up to $1M);
  • Experience writing proposals, system requirements, reports, technical documents, and instructions;
  • Experience developing and managing vendor contracts;
  • Experience managing small and medium-sized projects following a formal project management methodology.
Skills critical to succeed in this role:
  • Ability to work, supervise, and lead in a remote work environment.
  • Solid knowledge of ESRI products such as ArcGIS Desktop (ArcMap and ArcGIS Pro), ArcGIS Server, ArcGIS Online, and overall administration of the GIS.
  • Solid knowledge of infrastructure and strategic planning, business requirements assessment, and research into new technologies.
  • Knowledge of server administration and networks.
  • Knowledge of SQL databases and SQL Server.
  • Experience with team building and leading in a team-based structure.
  • Desire to learn and constantly look for ways to improve processes.
  • Ability to think critically and logically for troubleshooting and system support.
  • Ability to communicate effectively with customers who may have little GIS knowledge.
  • Understanding of Web design and visual communication in the context of interactive web maps and applications.
  • Solid knowledge of Microsoft Office applications (Word, Excel, Access, PowerPoint).

The preferred candidate will also have experience in the following:
  • Working with the Esri Enterprise Environment including ArcGIS Portal, ArcGIS Image Server, ArcGIS GeoEvent Server, ArcGIS Monitor, etc.
  • Using business intelligence software for analysis and data visualization.
  • Data mining and developing applications or scripts that interface with other databases or applications.
  • Using ArcGIS REST API and/or JavaScript API for application development.
  • Using ArcPy, ArcGIS API for Python, and/or Python for application development and customization.

Additional Information & Requirements

Signing Bonus: This position is eligible for a one-time $5,000 signing bonus.

Remote Workspace: This position requires that you have a workspace set up for remote work in compliance with the City of Norfolk’s Employee General Practices Telework Policy.


The person in the position may be required to schedule and attend onsite and/or virtual meetings based on the project, team or requirements. This position requires the flexibility to be onsite as needed to meet job requirements; accordingly, the person in the position is required to report to work at Norfolk city offices as needed, and within an hour of being notified of an event or emergency.
