Administrative Duties
Actively supports and upholds the City’s stated mission and values. Under direct supervision of the Airport Director, this position is responsible for administrating and coordinating a various airport programs. Works independently and is responsible for budget, policies, and procedures associated with airport paid parking program, capital improvement program, maintenance program, security program, and related airport programs. Serves as the City's spokesperson on airport related programs and represents the City in meetings with high-level representatives of private and public interest.
ADMINISTRATIVE DUTIES
- Supervisory: This job has responsibility for supervision at the program level- hires, directs, schedules, transfers, promotes, rewards, disciplines, and terminates airport maintenance employees.
- Budgetary: This job has responsibility for budgeting including assisting with formulating and monitoring for the assigned programs within the Airport budget.
- Strategic Planning: This job has responsibility for strategic planning including assisting with developing, implementing, and managing long and short-term goals for the airport capital improvement, maintenance, security, and paid parking programs, as well as future business development.
- Policies/Procedures: This job has responsibility for developing, implementing, and interpreting policies and procedures for the airport parking and maintenance programs.
- Compliance: This job has responsibility for compliance for the airport security and capital improvement programs, including following, ensuring compliance with, enforcing, and interpreting Federal, State, and Local laws, rules, and regulations, grant assurances, and City policies and procedures.
- Council Communications: This job has responsibility for Council communication for the Airport’s programs including assisting with making recommendations and presentations, writing staff summaries, and meeting Council's adopted priorities and direction.
- Reporting: This job has partial responsibility for reporting to Federal/State/Local agencies at the section level. The employee gathers information, completes reports, and assists in addressing discrepancies in reporting for the following reports/agencies: Federal Aviation Administration, Transportation Security Administration, Arizona Dept. of Transportation, Arizona Dept. of Environmental Quality.

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)
- Provides excellent customer service to both internal and external customers.
- Works closely with the Airport Communications Manager in communicating the goals and objectives of airport programs.
- Represents the City and attends various aviation and parking meetings and conferences, such as at the Arizona Airports Association, American Association of Airport Executives, and Airports Council International.
- Performs project management services for capital improvement projects and makes judgment calls and decisions for the projects they manage.
- Develops infrastructure design scopes of work that consider numerous perspectives and will compliment input from a variety of airport tenants, customers, and partners.
- Conducts detailed plan review to assure compliance with original project scope, regulatory requirements, and sound engineering practice.
- Coordinates with City Grants and Contracts staff to apply for grant funding, track project progress, and ensure compliance with grant provisions and assurances.
- Coordinates with City Procurement staff to develop, review, and award Requests for Proposals, Requests for Qualifications, and other contract bids.
- Develops and presents technical data and recommendations to both technical and non-technical staff.
- Coordinates with the Airport Communications Manager on construction and holiday parking updates.
- Monitors the airport business leases and paid programs for improved efficiencies to reduce waste and increase revenues.
- Serves as liaison between the City and various governmental agencies.
- Updates rates for City Council review on paid parking.
- Secures necessary administrative and policy approvals.
- Supervises the Airport Security Program to meet Transportation Security Administration requirements.
- May travel by plane or vehicle to conferences and seminars on a quarterly basis.
- Other duties as assigned.
Qualifications
MINIMUM REQUIREMENTS
- Bachelor's degree in Aviation, Civil Engineering, Construction Management, Planning, or a closely related field.
- Five years of experience in airport project management, operations, and program administration.
- Two years of progressively responsible leadership experience.
- Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
DESIRED EXPERIENCE AND TRAINING
- Knowledge of the aviation and construction industries in Arizona.
- Training on or experience with capital improvements, facilities maintenance, paid parking programs, airport security programs and business attraction.
OTHER REQUIREMENTS
- Must possess, or obtain upon employment, a valid Arizona driver’s license.
- Must pass Federal and Local background checks
- Regular attendance is an essential function of this job to ensure continuity.

- Knowledge of CFR 1542 compliance.

- Knowledge of applicable State and Federal laws, regulations, practices, and techniques pertaining to airports.

- Ability to prepare clear and concise administrative, technical, and financial reports.
- Ability to analyze problems; identify solutions, project consequences, and impacts of proposed programs.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
- While performing the duties of this job, the employee is frequently required to stand, walk, sit, use hands, reach with hands and arms, and is occasionally required to climb or balance, stop, kneel, crouch, crawl, taste or smell.
- The employee must frequently lift and/or move up to 10 pounds, regularly lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds.
- There are no special vision requirements for this position.
- Working conditions include occasional exposure to outdoor conditions, working around vehicles, and aircraft.
- The noise level in the work environment is usually moderate.
