Department of Family and Support Services

This position is open to the public and all current city employees covered under the City’s Collective Bargaining Agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) – BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Under supervision, acts as a personnel officer, administering personnel functions and providing administrative support to a personnel administrator in a large city department, OR administering personnel operations and supervising payroll and personnel processing functions for a small City department or for a bureau in a large City department, and performs related duties as required.

ESSENTIAL DUTIES

  • Serves as a human resources liaison, administering personnel programs and carrying out personnel activities, personnel processing, and records maintenance.
  • Works with hiring managers to coordinate the interviewing, hiring, and processing of departmental employees and new hires.
  • Provides information and responds to employee inquiries regarding benefits, pay, and personnel programs and policies.
  • Conducts new employee orientation and coordinates training and staff development activities.
  • Interprets and explains personnel policies and procedures to managers and supervisors.
  • Acts as liaison with other City departments regarding the processing of personnel actions and the administration of personnel programs.
  • Updates personnel databases and reports
  • Other duties as assigned.

Qualifications


Graduation from an accredited college or university with a Bachelor's degree in Human Resources Management, Business Administration, or a directly related field, plus one year of professional personnel experience, or an equivalent combination of education, training and experience.

Selection Criteria

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral part of the interview will be selected

Preference will be given to candidates possessing the following:

  • Previous experience with City Policies and Procedures
  • Proficiency using Microsoft Office Suite
  • Proficiency using Oracle/ CHIPPS or other HRIS systems
