The Hennepin County (HC) Department of Community Corrections and Rehabilitation (DOCCR) is seeking an Administrative Assistant, Senior - Background Investigator for its Office of Administrative Services division (Access/Background Unit). The person in this position will coordinate and conduct pre-employment background studies for the department as well as for the Hennepin County Attorney’s Office. In this position you will work to ensure compliance with local, state and federal laws, rules and regulations, and organizational policies and procedures. This is including but not limited to Hennepin County Human Resource Rules, Minnesota Government Data Practices Act as well as aligning your work with the Hennepin County Core Values and Levels of Competency.

Location and hours:
This position is hybrid and will be performed both on-site located at Brookdale Probation Office, 6125 Shingle Creek Parkway, Suite 300, Brooklyn Center, MN, 55430 and remote as job duties require. Training will occur mainly through video conference platform and at the Brookdale location which will require reliable transportation. The primary work schedule will be Monday through Friday 8 a.m. to 4:30 p.m. and is flexible. While this position is designated as hybrid, based on current requirements, hires must reside in Minnesota or Wisconsin.

In this position, you will:
  • Recognize and respect cultural differences and provide culturally appropriate services.
  • Conduct comprehensive background studies on conditionally hired employees.
  • Conduct criminal record checks and interpret results on contractors, providers, medical staff, and volunteers.
  • Interview new hires, previous employers, and references.
  • Provide written summary reports for background studies following comprehensive background studies.
  • Utilize multiple criminal justice information systems (local, state, and federal databases) as part of the background study process.
  • Conduct fingerprinting of new staff and submit fingerprints through the Bureau of Criminal Apprehension.
  • Maintain PREA (Prison Rape Elimination Act) compliance in regard to employment and criminal record checks.
  • Perform other administrative projects and duties and projects as assigned.
  • Work collaboratively with other business units, leaders and staff.

Need to have:
  • One of the following:
    • Eight or more years of experience conducting background employment investigations or in a specialty area related to the position.
    • Bachelor's degree or higher in public administration, business administration, criminal justice, social work or other field appropriate to the position and four or more years of experience conducting background employment investigations or in a specialty area related to the position.
  • Access to reliable transportation to travel to worksites throughout Hennepin County.

  • Experience:
    • Conducting criminal record checks; analyze and interpret results.
    • Managing large caseload.
    • Researching, reviewing, analyzing, and processing gathered data.
    • Conducting interviews of new hires, employers, references, etc.
    • Accessing, navigating, and utilizing local, state, and federal databases to obtain information.
    • Becoming familiar with Data Practices Laws.
    • Professional experience writing and/or preparing reports.
  • Knowledge of PREA and its relationship to hiring.
  • Ability to:
    • Think critically, exercise sound judgment without constant supervision, following high-level process and practice in a multitude of different work functions.
    • Work with sensitive and confidential information.
    • Communicate effectively both verbally and in writing.
    • Be tech savvy and successfully learn and properly use a variety of digital platforms (to include internal client management systems, Microsoft products, Adobe, SharePoint).
    • Recognize work priorities and deadlines.
    • Manage projects within a team environment and independently.
    • Work independently.
    • Contribute to an inclusive and diverse workplace.
