NEVADA COUNTY ADDS A 10% DIFFERENTIAL TO THE BASE SALARY FOR THE TRUCKEE LOCATION
The County of Nevada is seeking a full-time Administrative Analyst I or II to jointly serve the County Executive Office (CEO) and Board of Supervisors' Office (BOS) located in Truckee, California. This is position will serve as a trailblazer in a recently created role representing senior leadership in the community. You will work directly with the Nevada County District V Supervisor, County Executive Office, and Board of Supervisors to help advance projects, promote County priorities, further community initiatives and serve as an integral standout colleague in the eastern part of the County. The candidate will work directly in the field and be a liaison for the Board of Supervisors' office with constituents, Town of Truckee, County Departments, and community partners. The position will be based primarily in Truckee but will be expected to work in Nevada City on a periodic basis.

Crucial skills for success include clear communication, the ability to take initiative, and use good discretion. Work opportunities include fielding and responding to public inquiries for information, conducting public policy research, working collaboratively in diverse teams, supporting efforts to advance county priorities, building and improving community partnerships and advancing legislative priorities. This is an exciting position that will serve as both an information detective and public ambassador.

The ideal candidate will be passionate about public service, place a strong emphasis on the need for data driven solutions by exploring nuances and multifaceted perspectives when tackling any given issue! Qualifying applicants should have experience and/or desire to work with local leaders. Successful abilities include prioritizing multiple tasks while working in a fast-paced and exciting environment.

Other work will include aspects of fiscal budgeting, detailed research, process improvement efforts, working on special projects, and some administrative support duties. True success in this position requires an excitement for working in the public sphere and advancing the wellbeing of the community. An individual who is results-oriented with the agility to shift in response to high priority goals is essential. Understanding of local government and the vital ingredients for successful public-private partnerships is valued.

This is a full-time, fully benefited position. The County of Nevada offers an extensive benefit package including, but not limited to, generous paid sick time; 11 standard holidays and two floating holidays per year; medical, dental, vision, and life insurance; a tuition reimbursement program; a Flexible Spending Account (FSA); a Dependent Care Account (DCA); a deferred compensation plan including 401(a), 457(b), and Roth options; and CalPERS retirement. In addition, Nevada County pays an additional 10% to the base salary for the Truckee location.

Holidays: 11 paid holidays per year.

Paid Leave Program (Combination of Vacation and Sick Leave):0-5 years:189 hrs./year;6-10 years:216 hrs./yr.;11+ years:224 hrs./yr. Maximum accrual is 500 hours.

Effective with the 2016-2017 fiscal year, employees may request a cash out of up to forty (40) hours of either Personal Leave (PLP) or Vacation time (old program) each year.

Floating Holiday:16 hours max;24 hours max after 10 years of service.

Admin Leave:40 hours per fiscal year

Medical, Dental and Vision Plans:
County of Nevada offers CalPERS' suite of medical plan offerings. We offer Delta Dental Coverage and Vision Service Plan (VSP) vision coverage. You may elect medical insurance for yourself only or you and your eligible dependents. You may elect dental and vision insurance for yourself only or for you and your eligible dependents. Your choice regarding medical insurance enrollment is separate from your election for dental and vision insurance. Dental and vision insurance are bundled, however (this means if you elect dental insurance, you must also elect vision insurance.)

Depending upon the plan selected by the employee, the County contributes a substantial amount of the total cost of the complete health package (including medical, dental and vision coverage.) In 2020, the amount the County contributes for employee only coverage is $568 per month;for employee + one coverage, $1,113 per month;and for family coverage, $1,484 per month. For those employees who have health coverage from other sources, and who elect to not participate in Nevada County's plans, the County offers a $300 monthly taxable Cash-Back allowance. For part-time employees working 50% or more, the County contribution will be pro-rated. As an example, a 50% employee will only receive the benefit of 50% of the county contribution rates listed above, increase out-of-pocket costs significantly.

Life Insurance:The County pays the premium for life insurance for Department Heads equal to two times base salary. Optional life insurance is also available for purchase by the employee.

Effective January 1, 2016, the Employee coverage will be provided in the amount of $20,000.

Employee Assistance Program:The County-sponsored Employee Assistance provides confidential counseling, coaching, and wellness services to employees and their eligible dependents.

Deferred Compensation:
The County offers a 457 Deferred Compensation program and FSA (Flexible Spending Arrangement). Deposits into these plans are strictly voluntary and are made through a payroll deduction on a tax-deferred basis. The County does not make contributions to the employees' Deferred Compensation account.

Other: 2.5% longevity pay is available after 10 years of service. 5% confidential pay is available upon earning an above satisfactory or greater annual evaluation rating.

Retirement:The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security. The various Retirement Plans are listed below:

"Legacy Members"- 2.7% @ 55 Final Retirement Compensation based on Single Highest Year. Effective July 1, 2015, employees contribute a total of 10.585% towards the employer share of the PERS contribution. Employer pays the normal employee contribution of 8% and reports it as EPMC.

" Classic Members" to PERS- 2% @ 60 Final Retirement Compensation based on Highest Three-Year Average. Employee contributes the normal 7% employee contribution.

"New Members" to PERS- 2.0% @ 62 Final Retirement Compensation based on Highest Three-Year Average. Employee contributes one- half of the total normal cost of the employer contribution which is currently 7.75%.

CalPERS defines "new members" as:

(1) A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any other California public retirement system.

(2) A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, and who is not eligible for reciprocity with another California public retirement system.

(3) A member who established CalPERS membership prior to January 1, 2013, and who is hired by a different CalPERS employer after January 1, 2013, after a break in service of greater than six months.
