Job Description
Title: 911 Communication Operator / Dispatcher FLSA Status: Non-Exempt
Department: Police Division: Communications
Job Summary: Under the direct supervision of the 911 Communication Supervisor, the 911 Communication Operator / Dispatcher provides the vital connection between citizen requests for Police, Fire, or Medical assistance and the appropriate agency, and satisfies the immediate information needs of Police, Fire, and medical personnel for non-emergency and emergency calls for service.
Education/Training/Experience Requirements:
High School diploma or General Education Degree.
Must be able to type a minimum of 40 words per minute.
A valid Texas driver"s license.
Part-time - MUST possess TCOLE Basic Tele-communicators certification at time of hire.
Full-time- must obtain TCOLE Basic Tele-communicators certification within 1 year of hire.
Essential Job Functions:
Provides first response for calls for service received through emergency and non-emergency telephone lines.
Promptly dispatches and relays information to Police and Fire personnel via radio, mobile data terminals, telephone, and other methods.
Provides appropriate procedural and safety instructions to the caller pending the arrival of emergency equipment.
Maintains awareness of field unit activity within the computer-aided dispatch system (CAD); T.L.E.T.S., communicates with field units through radio in accordance with FCC regulations; maintains status and location of units on patrol; monitors fire department frequency for emergency traffic requiring police involvement.
Provides support to Police services by storing and retrieving information from local, state, and federal criminal information filed.
Enters, updates and retrieves information from state and national computer networks regarding wanted persons, stolen property, vehicle registration, stolen vehicles and other related information.
Performs general clerical duties as assigned including preparing correspondence and reports, filing, indexing, and record keeping; maintains a variety of logs relating to public safety activities.
Responds to and documents requests for warrants; verified and files warrants; documents vehicle impoundment information; receives criminal histories on arrests.
Activates the Emergency Siren System according to policy, when deemed necessary.
Performs other related duties as assigned.
Knowledge of :
City organization, operations, policies and procedures.
Skills in:
Thinking clearly and using independent judgment in routine and non-routine situations which may occur.
Communicating effectively.
Following verbal and written instructions, including orders in a chain of command.
Establishing and maintaining effective working relationships with City staff and the general public.
Understanding and applying relevant policies and procedures.
Working in organized team efforts and assisting in problem-solving work-related issues for continuous improvement in work efforts.
Operating a personal computer and various software programs.
Maintaining confidentiality and integrity while handling sensitive matters.
Local, state, and federal codes and ordinances and laws regarding public safety.
Knowledge of terminology and procedures used in police, fire, and related emergency radio and telephone communications.
Public safety classification codes and computer commands.
Principles and practices of effective customer service.
First Aid.
Geographic features and streets within the City of Balch Springs.
Physical Demands/Work Environment:
Work is performed in a confined office environment with low to moderate noise level and low light level. Subject to sitting for an extended period of time, standing, walking, bending, reaching, kneeling, and lifting and putting away such items as records and office supplies of moderate weight of up to 40 pounds. Working with a wide variety of people.
