PRIMARY DUTIES & RESPONSIBILITIES
Signing Bonus: New employees are eligible for a $5,000 bonus; with $2,500 paid on the first payroll, and $2,500 paid upon completion of six (6) month introductory period from hire date.
Salary to be commensurate with experience.The Hiring range for this position is $85,346.62-$106,683.28/Annually.

OVERVIEW OF POSITION / DEPARTMENT
The City of Aurora is seeking a highly qualified individual for the position of Sustainability and Energy Engineer, within the Public Works department. Public Works – Facilities Project Delivery is involved in the planning, reviewing, developing, and coordinating the design and construction of city owned buildings. Responsibility and roles within the organization include: project management of capital improvements and new building construction. Project management includes project planning, design, budget management and construction oversite and other duties as assigned.
The City of Aurora has over 140 city buildings that it maintains. The Sustainability and Energy Engineer will be responsible for a variety of engineering and technical tasks primarily focusing on the maintenance and energy management for the facilities. These responsibilities generally include evaluating energy usage and options for energy reduction on city buildings, development of the energy master plan and implementation of energy related capital projects including energy recovery options. This position will lead City-wide energy conservation and sustainability efforts.
PRIMARY DUTIES & RESPONSIBILITIES
- Develop and implement the Energy Master Plan and represent the City in various energy related initiatives
- Develop and implement policies to advance renewable energy use, energy recovery and generation.
- Develop and implement energy conservation programs and projects
- Apply basic engineering knowledge and understanding to assigned tasks
- Read, review and understand construction drawings, engineering reports and operations and maintenance manuals
- Coordinate and collaborate with team members in the division, department, City and third party as required
- Initiate and manage consultant contracts as required, including the development of scopes of work and budgets, negotiating contracts with consultants, and coordinating activity involving multiple Divisions
- Coordinate with all City departments and all other stakeholders in the scheduling, development, and completion of Public Works- Facilities Project Delivery projects.
- Assist with providing professional/technical assistance and project updates to citizens, other departments, management, and City Council
- Prepare and present reports on operations pertaining to energy conservation efforts
- Serve as Project Engineer/Project Manager, overseeing design, construction, and energy conservation related projects.
- Review and authorize payment for utility bills including, but not limited to transport gas and solar invoices.
- Construct building utility usage profiles and analyze them to determine energy usage trends and projected utility rates for City-wide budgeting purposes
- Negotiate and oversee the transport gas utility contract for the City.
- Conduct detailed energy audits of City facilities and make recommendations for appropriate energy conservation measures
- Use EnergyCAP, Energy Star or similar program techniques to assess buildings for efficiency and cost savings
- Monitor the results of energy conservation projects; develop energy conservation projects and supporting budget requirements
- Oversee a City-wide Energy Awareness Program to encourage energy conservation among all City employees
- Develop City standards for new mechanical and electrical equipment purchases to improve energy efficiency
- Serve as a technical resource for in-house staff, consulting engineers, and project Managers, and craftsmen
- Troubleshoot building systems that are not operating properly; perform surveys, prepare drawings, and make recommendations to solve building system problems
- Perform other related duties as assigned
MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education:

Bachelor’s degree in engineering (mechanical, electrical, etc.), architectural, structural, or directly related field.
Experience:
-
Minimum of 4 years of progressively responsible experience in facilities maintenance management or utility energy management.

Certified Energy Manager (CEM) is required
Preferred Qualifications:
-
Energy Manager In Training (EMIT), Certified Engineering Technologist (CET), Certified Practitioner in Energy Management Systems (CP EnMS), Certified Leadership in Energy and Environmental Design (LEED) are preferred, but not required
Knowledge:
-
Comprehensive knowledge of current energy engineering principles of design and construction including mechanical and electrical systems and the application to public facilities projects; local, state and federal laws and regulations.
Skills:

Strong interpersonal, analytical, and organizational skills.

Skill in the use of field and office engineering instruments and equipment

Skill in the use of windows-based programs such as Word, Excel, etc.

Skill in checking information for accuracy and completeness and correcting errors.
